Context:

Now, what House Republicans propose is that the government simply push the problem of rising health care costs on to seniors; that is, that we replace Medicare with vouchers that can be applied to private insurance, and that we count on seniors and insurance companies to work it out somehow. This, they claim, would be superior to expert review because it would open health care to the wonders of “consumer choice.”

True for the most part, but it depends (heh) on what group you are talking about. I think seniors start young for the insurance group, AARP, and several of us elders got our first serious news about being old (wake up! you're old now!) by getting discounts at the salvation army thrift stores when we hit 55.

To oristar - that heh is because Depends is a name for a pad type product for people who have difficulty holding their urine.

Seniors = old people
Vouchers = a coupon that can be exchanged for something of benefit, in this case money to pay for health insurance.

Expert review means having someone with lots of experience review the policies instead of doing it yourself.
