Your title is a bit off, Rex. The proposed bill is to draft a process that will allow for recalls, something currently not allowed under the Maine constitution. IL went through a similar process last year. The constitutional referendum passed and we now have a mechanism to recall the governor. Fortunately, the legislator impeached blago before that became necessary, but it's there for the future if needed.
I think there will be new elections in Maine before a constitutional referendum would pass. You don't like the gov? Vote in a new one!
