In a figurative sense, I guess you might say 'dingy'.

Maybe so, WendyLou. I was taking it as a glowing personality or face, but I guess yours works there, too.

If I give a glowing report on somebody's work performance, what would be the word, which is opposite to it, to describe a negative report on the other worker.

positive-negative
glowing-damning/scathing (are more extreme than positive-negative)
