There are all kinds of government/governments.

Which word in bold should I use?

I'd use the former but have no problem with the latter.

And I can be very picky.

Being different, I would use 'governments' when speaking of governments as if they were the same as countries, and 'government' when speaking of it as a topic.

I think you're pretty safe using either.
