Resolutions. We all make them. Most of us don't keep them long. Some of us have basements or garages filled with items to help us keep our promises to ourselves or loved ones. Others get tired of tripping over the contraptions and garb that clutter up our homes... so they have a huge "resolution sale"!

What does "garb that clutter up our homes" mean here?

Garb is usually used when referring to clothing. In this case, houses are draped with exercise equipment and other things that take up space, covering it with useless stuff.
