At the beginning of the year, the system for which I worked had agreed to pay teachers $100 for each accumulated sick day they had at retirement. By the time taxes were carved out, I was left with about $5,000; another hunk of cash to go toward the effort.

I wonder whether "carve out" here means "exist" or "abolish"?

It literally means "cut out", in this case it means "removed". The author might have had $6,000 in pay but then $1000 was removed for taxes leaving $5000.
