What does this mean and how could u write a page on it?

You have to first define Laissez-Faire capitalism and cite your sources. That will take half a page.

I've said more than once in these fora that laissez-faire capitalism, unregulated capitalism, has never existed. Governments don't want to give up the advantages of restricted manufacture and trade, and neither do capitalists. The only people who believe in l-f capitalism are people who aren't capitalists. Joe's answer is best because no one has ever wanted to give up their advantages, neither among capitalist nor among the ruling classes.

Do your own homework. Look up things like "medieval guilds," "the Corn Laws," "origins of free trade" . . . you'll find that no form of government ever seriously contemplated a fully unregulated, capitalist free-for-all.
