Context:

APECED, IPEX and Omenn syndrome all associate with aberrant thymic function with failure of production and function of the regulatory T cell elements, attributed to a loss of function mutation of critical transcription factors, AIRE in APECED and FOXP3 in IPEX.

Mutation means deformed...

It is a bit graphic, but if someone was to spill toxic waste on them, they are said to possibly become "mutated"...Or deformed...

Another example: People with sickle cell anemia...Have mutated or deformed red blood cells...

It sounds from what you are asking it does not...An adjective for loss of function would be "rendered incapable"...
