'include' or 'included'?

SINGAPORE: Home Affairs and Law Minister, K Shanmugam, is a new face on the Central Executive Committee of the People's Action Party.

Mr Shanmugam was among the 12 elected to the CEC at the PAP conference held at the University Cultural Centre on Sunday.

Those re-elected to the CEC include/included Prime Minister Lee Hsien Loong, Senior Minister Goh Chok Tong and Minister Mentor Lee Kuan Yew.

I think 'included' should be used as the preceding sentence reads: "Mr Shanmugam was among the 12 elected to the CEC.... Am I correct in my analysis?

I would agree that included should be used, but not for the reason you gave. I would use included because it is preceded by re-elected, and that is past tense, as well as the entire article being in the past tense.
