Is single quotes BrE, while double quotes is AmE?

1."Where are you going?" Dad asked me. (double quotation marks)

2. 'Where are you going?' Dad asked me. (single quotation marks)

I was told by a friend of mine that the sentence with double quotation marks is AmE, while the one with single quotes is BrE. Is she correct?
