I caught this discussion on the news yesterday, so I went hunting for lists. Interesting stuff, albeit not surprising in many cases.

The thing is, it varies from list to list. So, I guess it depends on your definition and data.

Anyways, for your own interest, here's some links.

According to a The Star article it's:

1. Somalia
2. Afghanistan / Myanmar

But, according to Nation Master, Afghanistan is in 40th place, and Somalia in 12th place. In first spot here is Chad.

Although, VOA News also puts Somalia at the top.

I couldn't make sense of the Nation Master graph, untill I turned it upside down. As I understood the legend, the worst were at the top. Turn it over and it works better
