The formal obstacle is whether China will continue to insist on an apology or whether it will settle for the expressions of regret of both Secretary of State Colin Powell and President Geoge W. Bush.

It means an official or stated obstacle as compared to one that is behind the scenes or implied. This is not a good use of the term.

Such behavior is mostly form, and little relationship... The more form, the less relationship, but that is not only true of diplomacy, but marriage, and all other forms... And every relationship has its form no matter how infomal...
