Sentence: The TV ratings say it's on/in/at number 3 position.

My question: Which preposition will be correct to use in this sentence? I'm confused between "on" and "at". Feel the preposition "on" is more likely, but need your help to know it's correct or not.

ratings are measured at a certain level.

could have been written: this show is rated number 3.

the word "level" requires the "at"
