Yes; as to this point (internment during war)
that is true. Tho I 've read the Constitution numerous times,
in my mind, jurisdiction to do that remains an open question
and I have an open mind as to that issue. On one side, it can be
argued that government was not granted jurisdiction to do that,
tho on the other side, it can be argued that government was granted
power to wage war & to suppress insurrection
and internment might be incidental thereto; maybe.
I believe that,
in retrospect, it is the consensus that the Japs in America were
not disloyal to America.
However, in fairness to Frank Roosevelt,
in 1941 and 1942, it was uncertain whether the Japs in America
elevated the Emperor of Japan (whom thay might well have deemed a god) above loyalty to America.
If it had been otherwise, and
IF the Japs really had been loyal to the Emperor
then having 1000s of saboteurs running around wrecking everything
might not be tolerable.
IF there really were such a group (be thay Japs, or Moslems or any group)
that woud not be tolerable. I m pretty sure that woud not have been allowed in Japan.
