Who built and paid for the Brooklyn Bridge?

Thank you. However, I checked Wikipedia before I posted my question. It does not answer what entity built and paid for the bridge (e.g., a private party, the City of New York, the City of Brooklyn, State of New York, United States).
Brooklyn, by the way, is not a city. It is a borough of the city of New York--and as such, it is not an independent entity. There are five boroughs in the city of New York: Brooklyn (at the southwestern end of Long Island), Queens (at the northwestern end of Long Island), Manhattan (on the southern end of Manhattan Island), the Bronx (on the northern end of Manhattan Island), and Staten Island. The five boroughs also represent five counties: Brooklyn is Kings County, Queens is Queens Country, Manhattan is New York County, the Bronx is Bronx County and Staten Island is Richmond County.
