Sentence: "Is this a comment on PM Singh also?" or "Does this a comment on PM Singh also"

My question: Which verb is correct to use in the sentence, is or does? What do they mean?

I'm sure that there are meanings that can be discerned, Razer, but I'm not sure that it's that important to you as a 2nd language learner.

In a sentence, 'does' requires an accompanying lexical verb, one that imparts meaning.

"Does this state/have/point (to)/accompany/relate (to)/... a comment on PM Singh also"

'is', being a 'be' verb, points to the existence of something.
