That doesn't answer the question, is it a specific policy of the US?

Do you think they post every violent incident in the Muslim world? Obviously they have verified that it was done by certain people for certain reasons.

Is it Iranian policy? is it Iraqi policy? is it Chinese policy?

Okay then, prove it! I want a source. I have a hard time believing that a man was shot on a bicycle as an act of terrorism. I want to see sources on this!

Yes, it does. It is the difference between systematic and random violence against civilians.

no but both act according to policy. If it happens here to our own citizens under the constant watch of our own officials then it's sure to happen on foreign land to foreign people.
