I am not well informed on the status of Islamic terror in Brazil, but it is most certainly not confined to the US. There have been thousands and thousands of terroristic attacks since 9/11 (thereligionofpeace.org), none in the US. They hate the US more, perhaps, because it is the most powerful nation and symbolic of the West.

I'm thinking it has to do with frothing support for a certain nice, yet not so nice country.

They have a term for this... it starts with an X or a Z, not sure which.

Okay, shooting dozens of people tends to instill fear in those around them. But even if this were not the case 'terrorism' has become little more than a word for Islamist activity.

Terrorism, in the modern sense,[2] is violence against civilians to achieve political or ideological objectives by creating fear

This from wikipedia. You might notice that shootings fit, no matter what you feel like terrorism should be.
