Context:
President Obama speaks to the traveling media Tuesday at Marine Corps Base Hawaii in Kaneohe Bay, Hawaii. Obama said both human and systematic failures allowed the foiled Christmas Day attack on Northwest flight 253 to take place.

Foiled = prevented in this case.

foiled, foil·ing, foils. 1. To prevent from being successful; thwart. 2. To obscure or confuse (a trail or scent) so as to evade pursuers.

PS: I've figured out the meaning that you two pointed out, but "to take place" made me hesitate in deciding the exact sense.
