The social security is not good.

What words can be given instead of “not good” here? “low” or “bad” or some better?

Need more context, Jinmin. It all depends on what meaning you intend.

It doesn't sounds very natural with the article 'the' at the beginning.

I assume your audience knows what you mean when you say "social security", so I would go with:

"There is very little social security."
