I consulted a dictionary and found that a cycle means a bicycle or motorcycle. I wonder if vehicles inculde bicycles.

Yes, anything with wheels and intended for transport of people is considered a 'vehicle.'

Right, and in the USA they are subject to the same laws as any other vehicle when operated on the street.
In the US, they're not generally called "cycles", but rather "bikes" and that refers to both bicycles and motorcycles, depending on the context. You can very often tell which the person is referring to by the way they're dressed. Harley Tshirts are a dead giveaway.
Bicycle riders are often scofflaws, who don't feel bound by thevehicle laws that actually do bound them. They tend to run every red light they come to, rather than stopping. So, yes, they are subject to vehicle law but they often don't obey it. Most of them also don't have the required headlight or tail reflector, which makes them damned near invisble at night, which means evolutionarily speaking they stand a much higher risk of elimination from the gene pool So that problem may be self-solving over the course of a generation or two.
