There was a rise to 6,000 by 1978 which was followed by an decrease to 3,000 by 1998.
With the same meaning, can I use "led to" and "preceded" instead of the underlined words?

No.
I'm not at all sure what "led to" and "preceded" are intended to replace, but there is nothing in the original statement that says anything was led to by something else.
