John Adam is/was the second president of the USA.

I think either 'is' or 'was' is correct.

Do you mean 'is' is also correct in the case of the second US President? I agree that it is correct in regard to the author.

The book still exists, so the author, although dead still IS the author of it.

There is no more 2nd president of the U.S., so he WAS the president.
