Some of America 's wars were DECLARED, e.g. the first 2 world wars.

Most of America 's wars have not been declared.
That fact did not stop the President from exercising his constitutional authority
to control the Armed Forces and to move the troops, from invading.
A sweet, nifty little example of that was our military rescue
of several hundred American medical students from communists
in Grenada and overthrow of communism there by Ronald Reagan; neat.

There is no requirement that I know of that when we invade,
we need to have a big brass band playing John Philip Sousa 's marches,
to see them off with plenty of paparazzi in service.

Unless there is a federal statute that I am not aware of,
there is no law interfering with covertly invading a country,
executing a surgical strike to quietly take out a few designated targets.
(I have not researched this.)

It has been alleged that this woud violate some international treaties.
I dunno; maybe--maybe not.

I think that what the left
had against J. Edgar Hoover
was that he was so GOOD at fighting communism in America.
Stalin and his NKVD HATED him for interfering in their commie efforts.

That is the reason that thay (posthumously) accuse him
of being a transvestite, to desecrate his memory.
That is the reason that thay r happy to accept 3rd hand hearsay
(from people who were dead before the hearsay was attributed to them),
that under usual circumstances, they 'd laff at.

Its all a question of whose ox is gored.
If the same conduct were attributed to Stalin or Beria,
thay 'd reject it, indignantly.

then he IS a witness. Regardless of whether the "witness" is dead
