Well, to be honest, (the fact) that Hong Kong is a small city, is absolutely true.

Is 'the fact' optional?

It is not optional. It is an error.

That Hong Hong is a small city is absolutely true. (Is it? See below.)

Facts are neither true nor false.

A statement that Hong Kong is a small city would be untrue. Hong Kong is a huge city of 7 million people. It has a small area for such a large population, however, so maybe you should make clear to what you are referring.

The assertion that Hong Kong is a small city is misleading.

You're being much too pedantic, Contrex and I assert, inaccurately so.

In order to give salient information on language and vocabulary, one has to look at how language and vocabulary is actually used.
