It is good that company chose this path now; otherwise it would have/would have had to take some action about this problem in the future.

Should it be 'would have' or 'would have had'?

It could be either, Ms Tan. But I'd say that the more likely would be 'would have to ... '.

I think I have to use 'would have had' if I change 'chose' to 'have chosen', as shown above.

Am I correct?

Tell me why you think that would be so, Ms Tan. Perhaps that would be more beneficial to helping you sort out these differences.
