It could be either, Ms Tan. But I'd say that the more likely would be 'would have to ... '.

It is good that company has chosen this path now; otherwise it would have had to take some action about this problem in the future.

I think I have to use 'would have had' if I change 'chose' to 'have chosen', as shown above.
