I'm the one who is/am confused.
I remember it should be 'am', but would like some native speaker to confirm.

who, not
I. Think of it this way:
Who is confused? I am.

I wrote the wrong sentence. It should be "It is I who am/is confused." In this case, it should be 'am', I assume.

Technically, "It is I who am confused", but people have also been saying "It is me who is confused" since at least the 16th century.
