Heh, that made me smile even though I know it was meant to be insulting -- (Joe has the twinkliest grin evah!)
That pic has been around since the primaries last year, around late summer, at least. I had seen it on funlol with a caption that read something like "democrats chillin'". It's nowhere near as offensive as some of the other emails that my conservative relatives and acquaintances have sent me about Obama.
