I got it straight away. One fifth is 0.2, point two, which sounds a bit like pontoon which represents all gambling. Two fifths is 0.4, point four, which sounds a bit like Ponn Farr the Vulcan violent blood fever which makes you angry (red fifth) and sad (blue fifth).
It's about the horrors of gambling as typified in Dr. Seuss' little known, unpublished, and just made up.
