Once upon a time, there is a princess called Kate. She plays with her golden ball in the park.

Is it correct to use 'is' in the first sentence which starts with 'Once upon a time'? I think 'was' should be used instead. Am I correct?

I think I'll just skiip "Once upon a time". Am I correct?

Yes. "Once upon a time" means "At some time in the past".
