McCain in the 3rd and last debate, when referring to Americans, said ''They're innocent victims of greed an excess on Wall Street and as well as Washington DC.''

Why is 'and' used with 'as well as'? What is meant by by 'an excess on ... ' Should it be 'and' instead?
