Difference in meaning between the sentences?

1. Injuries due to insanity or self-infliction or conditions related to functional disorders of the mind, rest care or sanitaria care,drug addiction or alcoholism, communicable diseases requiring by law isolation or quarantine

2. Self inflicted injuries, regardless of state of mind and psychological and mental conditions including any addiction and dependence.

What is the difference in meaning between the sentences?

Neither of them are sentences since they do not contain predicates.

That issue aside, the first phrase comprises a broader scope of maladies than the second phrase. The second phrase is restricted only to self-inflicted injuries while the first phrase contains a few examples of non-self-inflicted injuries (i.e. injuries that the injured person did not necessarily bring upon himself or herself).
