Does 'co-owners' refer to two owners or there can be more than two?

Does 'co-owners' refer to two owners or can there be more than two?

Should I use 'can there' or 'there can'?

If it is a question, "can there" is better.

In speech, with the right intonation, the first one could work as a question.
