rabel, A slight correction; McCain is stupid and senile. After all, McCain is ready to follow in the footsteps of the Bush doctrine. Stay 100 years in Iraq if necessary. Continue to threaten Iran, and maybe nuke Uzbekistan for being in the wrong location on the world map - a McCain screwup.

Except that the President CANNOT, by himself or herself, order the military to use nukes.
There is whats called the "two man rule", that means that someone else must agree.
That person can be the VP, the chairman of the Joint Chiefs, or one of several other people.
The President cannot order nukes to be used whenever he wants to.
Some safety net, mm. If the Chairman of the Joint Chiefs disagrees, he's history, as witness Eric Shinseki, who disagreed with Don Rumsfeld (Shinseki was right), and was soon out the door.
