I was really shocked to find John Doe scrubbing the toilet. He's a high ranking official, you know!

Should I use 'surprised' in place of 'shocked'? Or is there a more suitable adjective?

"Shocked" suggests that some sort of scandal was involved in the toilet-scrubbing. "Startled" would mean "abruptly surprised".

It really depends on your intended meaning!

Many adjectives would fit there: eg

(in ascending degree of reaction)

surprised, amazed, astounded, shocked, dumbfounded

or flabbergasted, which is slightly jokey!
