In the event of rain, the parade will be held in the evening.

In the event it rains, the parade will be held in the evening.

Are both phrases correct?

"In the event of rain" is correct.

The expression "in the event it rains" is sub-standard usage.

"In the event that it rains" is perfectly acceptable however.
