Yes, it was relatively quiet. But actually, there were a lot of tourists around.
The b & b I stayed in was fully booked all the time and in advance the next couple of weeks.
They've got 11 beds there, and during my time of staying the visitors came from Portugal (6), USA (5, two from Portland), Germany (4), Denmark (4), Italy (6), the UK (6), and one from South Korea.
The most interesting person has been one from the US.
He's origianally from NY state (living on the other side of the river where Joe Nation llives).
Studied poltical sciences, worked as a probation a couple of years, then drove trucks for charities to South America, was an adviser to the Nicaraguan Sandinistas, did this and that, now owns an apartment in Spain, where he helps to 'uplift' some nearly abandoned villages, and another in Nice, rented to foreign students. (He stayed in this b&b, because his Nice apartment had to be ronowated, and he had to do some paperwork.)
The temperatures, btw, were 18°C plus during all days, with minimums of 6°C in the early morning.

I took the bus in Nice (by the way any ticket in this region costs only 1 = $1.46, no matter how long it takes!) along a very scenic route, the "Corniches de la Riviera".
Arrived in Monaco, at the market place.
