I will be traveling by air with a person who requires a wheelchair at times. As it would be cumbersome to pack her wheelchair, is there a place in airports or nearby where one can rent a wheelchair?

Call the airport in advance. Most airports will have a free wheelchair waiting--or you can make arrangements when you get there.
For tight connections airlines will provide golf cards.
Usually handicapped can board before other passengers.
Airport procedure is just as Noddy said.
Wheelchair rent availability depends on the place you are going to.
The one place I know you can easily rent wheelchairs in any drugstore (pharmacie) is Paris.
But in Mexico City, for example, it's a drag.
