Did the U.S. Congress ever end a war by refusing to appropriate funds to continue it?

Our congress needs to grow up and be more sophisticated about how they help govern this country. When they have the information they have about the false justifications for starting this war, and the current situation about the Iraqi army and police, and the nonoperational government that has no hope, and the majority of Americans want our troops to come home sooner than later, they must follow the mandates of the obvious failure of the Iraq war and the demands of the American People.

Their personal opinions should not matter. Why do they continue to fund a war that only sacrifices more of our soldiers and treasury for a goal that's not even articulated?
