I think 'makes' because French Fries is a dish and should considered as singular.

Sorry, I disagree. A dish or plate of French fries is a singular item, but in the sentence you wrote, French fries are plural, and make a good complement to hamburger.

Personally, I hate food like that - it gives people heart disease.

French (capital F) fries (small f).
