I assume the last one is a command, telling someone to control the rivers.
There has to be a better word for control than "modera". I don't think the root word for "moderate" is the idea that these phrases want to convey.
It's been about 20 years since my last Latin class... but a quick dictionary search suggests "impero" or "rego" which... at least to my ear, sound much better.
You should find someone with more recent experience to get the case right.
If I were to use the word impero, here would be the new translations:
"VICTORY THROUGH INTEGRITY"
victoria per bonitate
"WE CONTROL THE RIVERS"
fluvios imperamus
"WE WHO CONTROL THE RIVERS"
nos qui fluvios imperamus
"CONTROL THE RIVERS"
fluvios impera
