The new policy will drop a presumption in favor of house building at the expense of other conservation consideration.



What does drop mean? (Settle, end?) Does it have any implication of support or refusal to the original presumption?

In future the policy will no longer be to presume in favor...

Drop... let go of, cease to hold, allow to fall, discard, dispense with...

Not necessarily. It's been dropped. Your sentence does not say why.
