That is why letter-of-the-law ethics reform will never work--all it will do is open loopholes driving the money underground. That's what happened to campaign finance reform--everyone knew it meant "candidates can't take millions without the transaction being public," but somewhere along the line it became "candidates can only take money from their party bosses," and the whole thing backfired.
Openness has to be handled by an objective third-party... basically a WikiCSPAN.
