rather "strongly built" or "respectable, wealthy"?
Need a context for this one.
The police chief in a small Midwestern American town. Has a paunch and is both vicious and respected.
It seems that this is referring to the man's physical presence rather than wealth or any other intangible..
I disagree with Roberta about the intangibles. I think the guy has a paunch and an attitude.
Noddy, The paunch is physical. As for attitude. I think of a person as substance as someone with depth, which doesn't seem likely with this guy.

I'm thinking chip-on-the-shoulder, make-my-day attitude--the sort of "authority" that petty tyrants ooze like body sweat.
I think that substantial-looking in this case refers only to the physical person--a big guy.
"Substantial" could mean "powerful" without implying respectability.
We need a context. Deja vu? I think so.

You're a professional. I'm inclined to write my own novel with words out of context.
"Solidly-built man" is my choice. Though I'll never know for sure. Meaning that although he had this paunch, he was tall and strong.
