I understand that he paid his mortgage. And "stiff"? Meaning "too high"?

Stiff doesn't necessarily mean "too" high. Just high and challenging to meet. "Too high" suggests some kind of ripoff, which isn't necessarily the case.

Think of manipulating a stiff piece of material into a rigid form. It fits, but there isn't a lot of wiggle room.
