I dunno... mostly I thought it would be an important symbolic move. Basically ANY non-American would help... Blair strikes me as being better than Zoellick, but I don't really know enough about the latter.
(Oh and in case it's obvious I meant, "I'm NOT saying I thought they would, I'm saying that I hoped..." etc.)
