I've had it easy, served up on all life's silver platters like a satrap.
means that he didn't work hard in his all life, am i right?

a satrap is a ruler, bureaucrat or official.

There is an expression, to be "born with a silver spoon in your mouth". That means that the person was born into a rich family, and never wanted for anything. I would assume that the person making the statement is saying that he never had to work hard for anything, that he always had whatever he wanted.

P.S. I had never heard of the word "satrap" before. It is not in common English use, but was probably written by the author to make a literary allusion.
