In TV series "HOUSE M.D." Season2 Episode2,

House looks at the motorcycles at a motorcycle store and
the store clerk tells House...

"We've got excellent financing right now. It lists for 10-8 but I'll let you steal it out the door for 10-3."

Please tell me what "10-8 and 10-3" mean in this case.

He discounted the price: $10,300 USD versus $10,300 USD... a savings of $500.

oops..typo:

That should have read $10,300 USD versus $10,800 USD
