It spins and will engage the ring gear, but no combustion in the cylinder. The starter sounds like crap ... weak and whining. I think I'm screwed.

Intersting.....did you do the ether thing?
Tried to but I kept passing out.
No, don't have any ether.
Gotta full charge (load not static) on that battery? Often when a scooter sits, the batter cells will decay, coating the electrode plates. This makes the battery check static at a full 12 volts, but under any load the available voltage drops significantly. the result is a weak spinning starter and no additional amperage available for the coil or elec ignition. This is pretty common and a trickle battery charger will not resolve it as it cannot clean the plates from the long idle time.
Best solutions are: 1. get it started with a small shot of ether, (button or kick) 2. Take the battery in to have it properly charged or use your own Full charge charger (not trickle) or 3. Get a new battery.
I would definitely try 2 of these 3 before I wasted time and money taking it in to an HD (stands for Hunert Dollers) shop to get it looked at. Try this stuff first, or I can come over an get her poppin. (No charge ceptin Cervezas frias)
