Some of these words are Latin; most aren't.
It looks like someone was just playing around with Latin-like lyrics.

It is part of "Ameno", a song from 'ERA' by the French composer and guitarist Eric Levi. The Latin sung in most of the songs is fake. Many of his songs are written in pseudo-Latin. The "words" do not have any "meaning" at all. The idea is, apparently, to make interesting vocal sounds.

The Web is littered with requests for translations of this and other Era songs, and the answer, of course, is always that you can't translate that which has no meaning.

Isn't true! Is not a basic latin, is a late gaelic language influenced by latina.
The people of Roman Empire doesn't spoke a proper Latin. They spoke a "latina vulgara" with many influences from other languages and this is the reason why you can't find good translations from Latin on web
